III. The Comilla Approach to Rural Development
The basic concept was to bring about rural modernization
by effecting changes in the most important institutions in
which the people have to organize their activities, i.e.,
a) the establishment of a new cooperative system as a livelihood
institution;
b) the reorganization of local government to prepare it
for the needs of development;
c) the creation of training institutions to meet the educational
needs; and
d) the organization of a), b) and c) in such a way as to
ensure complete integration of efforts.
